67.      Minutes

 

            It was proposed by Cllr Hill, seconded by Cllr Boast and agreed that the minutes for the meeting of 1 September 2020 be signed as a true record.

 

68.       Apologies

 

            Apologies were received from Cllr O’Reilly, County Cllr Rainger, District Cllr Haworth-Culf and District Cllr Bond.

 

69.       Chairman’s Communications

 

            The Chairman gave his report:

 

            As it is only three weeks since the last Council meeting there is very little to report or update councillors on, other than to say:

 

            3 September - It was good to accompany Steve Merry from SCC Highways, along with Cllrs Levermore and Boast around the various locations in the town as further work is done by the Transport Group on the road layouts and cycle pathways ahead of the meeting with EDF and SCC on 21 September. This site meeting proved valuable and much was achieved that would have been difficult by a virtual meeting.

 

            16 September was the Allotments Working Party walk about around both Haylings Road and Valley Road allotments and it was good to be able to get round the various locations along with Deputy Town Clerk, Assets Officer and a representative from the Allotment Association. Generally, the standard and upkeep was very good.

 

 

            17 September - I attended the Leiston Together Partnership meeting via Zoom, of which there will an update at the next Town Council meeting. At this meeting I did request that a presentation is made to Town Councillors on People and Places and Smart Towns.

 

            21 September- I attended the meeting with EDF, SCC Highways and the Town Council Transport Group to present the groups town road layout and cycle pathway proposal.  I would like to give a thank you to my fellow councillors on the Transport Group for the hard work they have been putting into this over the last few months to get it to this stage and also Cllr Levermore who pulled a lot of the thoughts and ideas together.  The Clerk will give an update of the meeting under Agenda Item 6.

 

70.      Declarations of Interest

71.       Public Forum

 

            No questions were raised.

 

72.       EDF Transport Group Update

 

            The Clerk reiterated that highly productive meetings are being held with EDF on the transport issues with their contractors working up the proposals put forward.  The Clerk will give an update on progress at the October meeting and said EDF were impressed with the cycle strategy proposals and will hopefully fund some of the scheme.

 

73.       Draft Relevant Representation for Sizewell C DCO

 

            The Clerk had previously circulated the draft response for discussion.  Cllr Cooper felt the Clerk had done a fantastic job in highlighting all the relevant issues.  Members were happy with the draft, and, after going through the various items and adding small additions, the Clerk was instructed to submit the final document by 30 September.  Cllr Last, on behalf of the Town Council, thanked the Clerk for his hard work bringing all the responses together.

 

74.       Planning Matters

 

a)    DC/20/3397/FUL – Refurbish and join existing buildings and change the use to a light industrial engineering office B1(a & c) with small private gym facilities – The Old Dairy, Valley Road, Leiston

RECOMMEND APPROVAL

 

b)    DC/19/2040/FUL – Redevelopment of the site for 15 dwellings comprising of conversion of the club house into 12 apartments and redevelopment of the former bowling green for three bungalows with associated access and landscaping – Leiston and District Constitutional Club Ltd, Waterloo Avenue, Leiston
