Before the start of the
meeting the Chairman presented Wayne Burns, Leiston Film Theatre Manager with
an award in recognition of his 30 years long service.
35. County Councillor
County Cllr
Haworth-Culf was in attendance, a report had been previously circulated. County Cllr Haworth-Culf congratulated
Leiston Events Group on a fantastic Jubilee event for Leiston and thanked all
the volunteers, students and community
for their support. She has looked into
the possibility of Leiston erecting a beacon and the process involved. She confirmed that any parishes can erect a
beacon subject to planning and it does not have to be sited on a beach. She is also looking at ideas to promote
cycling in Suffolk and would welcome any suggestions from councillors.
Cllr Harle asked for an
update on footpath 8 behind Stocks Fairground.
County Cllr Haworth-Culf confirmed that this is still with the ESC
planning enforcement and the SCC rights of way team, she will continue to
chase.
36. District Councillor
District Cllr Rainger and
District Cllr Daly were in attendance.
District Cllr Daley gave up update on refugees, the community governance
review, housing improvements and advised that the affordable housing document
has been adopted by ESC. A new
Environment and Climate Change Lead Officer has been appointed to deal with all
environmental matters. Four of Suffolk’s beaches have received Seaside Awards. ESC
apprenticeship scheme is now open for applications. A report will be circulated
in due course.
During the above item,
the time reached 7.30pm. It was proposed by Cllr Hill, seconded by Cllr Hawkins
and agreed, Standing Orders be suspended to allow the public part of the
meeting to be completed.
District Cllr Rainger gave
his gratitude for all the get well wishes received during his recent illness
and echoed County Cllr Haworth-Culf’s comments
regarding the recent Jubilee Event. ESC
are currently looking at an initiative to provide cost of living crisis
support, himself and District Cllr Daley are currently looking at their budget
to see how they can support.
Cllr Harle queried if Leiston
will benefit from the £350m Regeneration Projects Fund. District Cllr Rainger informed Cllr Harle
that Richard Best, Leiston’s
Regeneration Manager is working on a masterplan for Leiston that will identify
the best ways we can draw in regeneration funds, so although Leiston is not on
the list at present work is being done
on proving the case.
Cllr Harle also asked
what is happening at the Volunteer Public House and if planning regulations
were being adhered to. The Clerk
informed Cllr Harle this had already been to council and all comments can be
viewed on the planning portal.

38. Minutes
It was proposed by Cllr Hill, seconded
by Cllr Boast and agreed that the minutes for the meeting of 17 May 2022 be
signed as a true record.
39. Apologies

40. Chairman’s Communications
The Chairman reported thus:
First of all, I thank Cllr Hill,
Vice Chairman for chairing the May meeting in my absence.
On 23 May I attended King Georges Avenue Park along with
children from Leiston Primary School to fix the official plaques to the Jubilee
trees, planted earlier. We then moved on back to the school
where I presented 350 Platinum Jubilee mugs to
all the primary school pupils, ably assisted by the
Leiston Events Jubilee King and Queen.
On Sunday 29 May I was torch bearer for the Leiston leg of
the Festival of Suffolk Torch Relay. It was great to see the community meet the rickshaw
outside the Long Shop Museum.
Well, what I can I say about Leiston’s celebration
of Her Majesty the Queen’s Platinum Jubilee here on 3rd and 4th June, I felt
very proud and privileged to see such a fantastic 2 day event staged here in
Leiston. It was an event, very much needed in bringing all the community back together after
two years of the pandemic. Day one brought us great local music talent and skate park
skills, followed on day 2 with a royal parade and the community coming together
to enjoy all sorts including an open-air
cinema event rounded off with fireworks. This event really put Leiston up there
with one of the great historical occasions. I have had so many fantastic
comments from the public on the celebrations, the scale of the event, the great
organisation and so much more. This leaves me with only one thing to say and that is a big
thank you to the Leiston Events Group and volunteers
on the hours and hours and months and months of work they put into this event
to make it such a memorable experience for our community
and also thanks to the community for supporting the events in such
numbers. Congratulations once again to
the Leiston Events Group and well done Leiston. I have written on behalf of the Town Council to the Leiston
Events Group.
As councilors are aware Cllr Ginger has decided to stand down. I spoke to Cllr Ginger, thanking him for his
many years of public service. This will
be followed up by myself on behalf of the town council.
Finally, it was
with pleasure, I presented a 30 years long service
certificate to Wayne Burns, Leiston Film Theatre Manager.

Together Update
Mrs
Greengrass sent her apologies and a report had been previously circulated. The Clerk gave a brief overview of the Leiston
Masterplan being worked on by Richard Best, Leiston Regeneration Manager which
was presented to the Leiston Together Board on 23 May. The Clerk asked councillors to contact her if
they would like a copy.
Cllr
Levermore asked for an update on the town signage, the clerk will liaise with
Mrs Greengrass regarding this.
43. Net Zero Update
The clerk
reported no further updates, a meeting is scheduled for next week.
44. CLT Trustee Board Report
Councillors noted the previously
circulated report.
45. Transport
Group Update
Cllr Last reported no
further updates. There are no meetings
scheduled to take place until a decision for SZC has been announced.
46. Highways Committee Minutes of 10 May 2022
Councillors noted the previously
circulated report.
Cllr Levermore raised a concern
regarding resurfacing of Westward Ho, the H mark outside the guide hut has been
covered and they have been informed they will have to reapply and pay again for
it to be reinstated. The Clerk advised
Cllr Levermore to raise this with County Cllr Haworth-Culf.
Cllr Levermore also raised that she
has been contacted by concerned residents regarding speeding around the
Johnsons Farm Development, the Clerk will add this to the next highways agenda
for further discussion. The Clerk also
informed councillors that she has been in contact with the Safety Camera team regarding
speed monitoring along Waterloo Avenue by this development.

Councillors noted the
previously circulated report.
48. Neighbourhood
Plan Working Group
The Clerk reported that the
Neighbourhood Plan Working Group have been working through the chapters of the
plan and will be contacting Chris Bowden from Navigus
Planning to help support the review.
Cllr Levermore asked if this will align with the Leiston Masterplan, the
Clerk confirmed it would.
49. Adoption of the LGA Code of Conduct
Councillors noted the previously
circulated report which included the new LGA Code of Conduct. The Clerk advised all councils including towns
and parishes are strongly encouraged to adopt the Code which is endorsed by
SALC and NALC. After a brief
discussion it was proposed by Cllr Hill, seconded by Cllr Kyle and agreed to
adopt the LGA Code of Conduct.
50. Finance and Personnel
a) Accounts for Payment
After clarification from the Clerk on a couple of payments it was
proposed by Cllr Corbett, seconded by Cllr Geater and agreed that the accounts
paid since the last meeting of £81,470.99 be approved for payment.
b) End of Year Internal Audit Report 2021/2022
Councillors noted the report from Mrs Heelis
regarding her inspection of the full annual accounts and that she had signed
her section of the Annual Statement. It
was proposed by Cllr Hill, seconded by Cllr Morsley and agreed that the
Internal Auditors Report be accepted.
c) Annual Governance Statement for 2021/2022
It was proposed by Cllr Morsley, seconded by Cllr Levermore
and agreed that all statements on the Annual Governance Statement could be
answered in the affirmative and that the Chairman be authorised to sign the
document on their behalf.
d) Annual Accounts for 2021/2022
It was proposed by Cllr Hill, seconded by Cllr
Morsley and agreed that the accounts for 2021/2022 be approved and that the
Chairman be authorised to sign the Annual Accounting Statement.
e) Allowances
The Clerk asked councillors to let her know via
email if they wished to take the allowance or not.

Leiston Football Club
Councillors noted the letter from
Leiston Football Club asking for Leiston Town Councils support for their District
CIL funding bid towards their plans for a 3G pitch. After a lengthy discussion it was proposed by
Cllr Hill, seconded by Cllr Morsley and agreed to send a letter of support in
principle. Cllr Dix was against.
55. Questions to the Chairman
Cllr Dix asked now that the glass
recycling has been removed from the High Street carpark if any parking spaces
will be reinstated. The Clerk confirmed
this was the intention and she is liaising with ESC regarding this.
Cllr Levermore asked if there were
any updates on the Waterloo Centre field works.
The Clerk confirmed she is still awaiting an updated report which she
has chased and will circulate once received.
Cllr Geater raised that the car park
signage detailing the car park number and how to pay at Sizewell Road car park
is obscured by overgrown laurels. Mrs
Kemp will liaise with Paul Tynan, Assistant Grounds Manager at Norse to get
this resolved.

weekends Jubilee event.
