Haworth-Culf sent apologies.
Cllr Corbett raised
concerns on the condition of road signs around the town, many are twisted and
have rusted. The Clerk reminded
Councillors to report these using the SCC Highways reporting tool: https://highwaysreporting.suffolk.gov.uk/ and confirmed she will
raise this at the next Highways meeting.

284. Minutes
It was proposed by Cllr
Hill, seconded by Cllr Bailey, and agreed that the minutes for the meeting of 04
April 2023 be signed as a true record.
285. Apologies
Apologies were received from Cllr Cooper.
286. Chairman’s Communications
Chairman’s Communications-May 2023. In
respect of the Local Elections, I know some Councillors are not seeking
re-election to the Town Council. I just want to say on behalf of
Leiston-cum-Sizewell Town Council a big thank you for all your hard work for
this community during the last four years. I am sure Leiston is a better place
for all your efforts. I wish you all the
very best for the future. I am also aware that District Councillor Rainger is
not seeking re-election and therefore on behalf of the Town Council, thank him
for his support to the Council and the Community of Leiston-cum-Sizewell, and
wish him all the best for the future. It’s been a pleasure working with Cllr
Rainger.
It is always good to
hear about great achievements in our community and I am pleased to say I have a
few to mention. Alde Valley Academy
retained their ‘Good’ status following an Ofsted inspection earlier in the
year, so well done to staff and students there. Also, I was pleased to hear about Leiston
resident Jane Thorpe, who won the SKILLS Electrical Apprentice award to become
the top female electrical apprentice in the country. Congratulations to Jane. I have written on
behalf of the Town Council to both parties. Also I mention Leiston Football
Club, who despite being knocked out of the play-offs, finished in the their
highest league position in the clubs history. A great achievement in a very
successful season for them.
On 17 April I presented
372 Coronation Coins to the pupils at Avocet Academy, Leiston Primary School.
On Friday 5 May I am
due to attend the Girl Guides Coronation Tea.
On the morning of
Sunday 7 May I will be representing the Town Council at the County Service of
Celebration for the Coronation Service at St Edmundsbury Cathedral, Bury St
Edmunds and then making my way back for the Official Opening of the Skatepark
at the Coronation and Skatepark Jam Event.
I just want to once again, thank everyone who has been involved in
organising the Coronation Event, including Councillors and Office Staff at
short notice. I am sure there is a good day in store for everyone to look
forward to.
Finally, just a reminder
of the Litter Pick Day, in memory of Councillor Harle on 13th May which I will
mention under an agenda item 10b, this evening.

Areas/Open Spaces
a)
Open Spaces Walkaround 17 April 2023
Cllr
Levermore reported that Councillors carried out a walk around of King Georges
Recreation Ground and the Community Orchard on 17 April. Councillors were happy
overall with these areas. There are a
few maintenance issues which will be followed up by the office after the Coronation
Jam Event. Cllr Last questioned what is
happening in regard to the pergolas at the Community Orchard entrances. Mrs Kemp confirmed it was agreed not to
pursue these at present.
b) Suffolk Coastal Norse Grounds Maintenance
Proposal 2023-2024
It was proposed by Cllr Levermore, seconded by Cllr
Morsley and agreed to agree in principle the Suffolk Coastal Norse Grounds
Maintenance Proposal for 2023-2024, with the awareness that this schedule will
need amending in the future in line with the changes the Town Council are
making regarding the management of different areas. These will be discussed at future Contracts Meeting with East Suffolk Services.
289. Assets
a)
Leiston Live Well Hub 19 April 2023
Councillors noted the
previously circulated report. The Clerk
confirmed we have received one
completed application for the ‘Well Being Hub Coordinator Post’.
b)
Council Offices – Arrangements for 2 week
closure
The
Clerk confirmed that the council offices will be closed for refurbishment works
from 15 May 2023 for two weeks. The
office staff will work from the Waterloo Centre and be open to the public as normal
on Monday and Tuesdays and by appointment on Thursdays and Fridays. They will work from home
Wednesdays/Thursdays/Fridays unless there is a face to face meeting.
290. Highways and Transport
The
Clerk reported that she has requested an update report from SCC Highways. The Clerk suggested that a working group be
formed to discuss Highways issues as SCC have indicated they are more likely to
able to attend a daytime working group rather than an evening committee meeting. Once the new council has been formed, she
will set a meeting date. Cllr Morsley suggested a face to face meeting with a Highways
Official. Cllr Last asked the Town Clerk
to take this forward as an action.
291. Energy Projects
a)
Five Estuaries Offshore Wind Farm Consultation
19 April 2023
Cllr Hill reported that
herself and the Town Clerk both attended the information event. They concluded that there will be negligible
effect to this area. The turbines will be
behind the existing Galloper Site and the landfall is in Essex. It was proposed by Cllr Hill, seconded by
Cllr Levermore and agreed that the Town Clerk responds as per the
recommendations within the notes.

b) Leiston CLT
Nothing to report.
c) Library Steering Group 20 April 2023
Cllr Dix reported 2 new
committee members have joined the Library Steering Group. There are two ongoing projects for a new door
and new kitchen. There is a new IT volunteer
who will be in the Library to assist members with any IT issues. A new outdoor noticeboard is being made to
advertise Library Events. Volunteers are
needed to help with the Summer Reading Challenge. The Suffolk Library Day, Coffee and Cake Day
and the Bric-a-Brac Sale raised £250 for Library Funds.

Events
a)
Kings Coronation Weekend Plans
Cllr Corbett informed
Councillors that she had received a quote from Norse of £250 to provide five
bins and dispose of the rubbish for the Coronation Jam. Cllr Geater confirmed that she would be happy
to lend us some wheelie bins for this event.
After a brief discussion it was proposed by Cllr Geater, seconded by
Cllr Hill and agreed to turn down the quote from Norse and accept the offer
from Cllr Geater to borrow some wheelie bins.
The Town Clerk
confirmed that the Event Management Plan is in final stages and the office
staff will be on-site Sunday from 7am to set up.
b)
Litter Pick 13 May 2023
Cllr Last confirmed the
litter pick will start from the Council Chambers at 10am and finish at 12noon
at the Community Centre for tea, coffees and biscuits. The Town Clerk is putting together a Risk
Assessment. A meeting to finalise
details is scheduled for Tuesday 9 May, location to be confirmed.

Accounts for Payment
It was proposed by Cllr
Levermore, seconded by Cllr Morsley and agreed that the accounts paid for April
2023 of £94,977.43 be approved for payment.
b)
Finance Committee Meeting 24 April 2023
Councillors noted the
previously circulated report. It was
proposed by Cllr Levermore, seconded by Cllr Boast and agreed to transfer the
underspend of our precept 2022/23 to the earmarked reserves as specified within
the report.
c)
Letter of Consent to Novation – Trade Waste
Services
It was proposed by Cllr
Levermore, seconded by Cllr Corbett and agreed to consent to the letter of
novation to move our Trade Waste Services over to East Suffolk Services Limited
from 01 July 2023.

Standing Orders
Councillors noted the previously
recently circulated Standing Orders. On
a proposition from Cllr Hill, seconded by Cllr Morsley it was agreed to approve
the Standing Orders with a view to looking at them further regarding Committee
Structure.
b)
Committee Structure 2023-2024
It was decided to leave
the Committee Structure as is until July 2023 once the new council is
established then review.

Councillors noted the previously circulated report. The Town Clerk confirmed an application had
been made to the High Streets Fund (East Suffolk Council) for £10k to
commission a design guide and supplementary guidance document for Leiston Town
centre.

Cllr Levermore
commented that the footpath from Goldings Lane to Aldringham has been ploughed up by the Farmer in the
last week, she has reported it via the SCC Highways reporting tool. Mrs Kemp confirmed there is a set period of 14
days’ time for the Farmer to re-instate
the Footpath

299. Correspondence
Alde Valley Academy
Councillors noted the letter from Alde Valley
Academy requesting a donation towards their presentation
evening. After a brief discussion it was proposed by Cllr Morsley,
seconded by Cllr Dix and agreed to grant £1000.00.
The Royal British Legion Band
Leiston
Councillors noted the request from The Royal
British Legion Band Leiston to use Leiston Film Theatre free of charge for
their Festival of Remembrance on Wednesday 8 November 2023. It was
proposed by Cllr Bailey, seconded by Cllr Geater and agreed to let them use the
Film Theatre free of charge on this date.
300. Questions to the Chairman
Cllr Levermore questioned when the Town
Maps will be installed, the Town Clerk confirmed 10 May.
Cllr Bailey thanked the Chairman,
Office Staff and Councillors for all their help and support during his time as
Councillor and wished all a very successful year.
